Dear Mr. Collins:
This letter is to propose supplemental changes to the Radiological and Environmental Technical Specifications of the Fort St. Vrain Technical Specifications. These changes include those previously submitted in the referenced letter and incorporate various supplemental changes with regard to the Nuclear Facility Safety Committee reponsibilities and procedure requirements for effluent and environmental monitoring. These changes are proposed at the request of the Nuclear Regulatory Commission to better meet the format and intent of analogues Standard Technical Specifications. This submittal supercedes that in the referenced letter.
Please note that proposed changes to Section 7 of the Fort St. Vrain Technical Specifications have also been submitted via Public Service Company letter dated September 28, 1983 (P-83327). Depending upon the sequence of Nuclear Regulatory Commission approvals on each submittal, a format change to the Section 7 proposed in this letter may be required.
A summary of the proposed changes is provided in Attachment 1, and the changes themselves are provided in Attachment 2. Attachment 3 contains an evaluation of the significant hazards considerations involved in the proposed changes. 6 8310130260 830928 PDR ADOCK 05000267 -
