Dear Mr. Denton:
McGuire Nuclear Station has had interim operating restrictions on the rod control system since initial start-up of Unit 1.
Similar restrictions are in place on Unit 2, but since the unit has not exceeded 90% power, the restrictions have not been actually put in effect. These restrictions were required pending resolution of the dropped rod issue.
In a March 31, 1983 letter from the NRC (Mr. Cecil Thomas) to Westinghouse (Mr. E. P. Rahe), the Staff indicated its acceptance of WCAP-10297(P)-A, " Dropped Rod Methodology for Negative Rate Trip Plants".
Subsequently, the Staff indicated that licensees could remove the operating restrictions on the rod control system after certifying that the required calculations had been done and criteria had been met.
This is to certify that the analysis described in WCAP-10297(P)-A was performed for the current fuel cycles for Unit 1 and Unit 2 and the required comparisons have been made with favorable results. Also, both McGuire units have a negative flux rate nominal setpoint of 5% RTP/2 seconds.
1 Duke Power Company concludes that all of the conditions imposed by Westinghouse and the NRC for removing the interim rod control system restrictions have been l
met at McGuire. Accordingly, it is our desire to eliminate these restrictions on both McGuire units as soon as possible.
It is requested that you approve the removal of the operating restrictions on both McGuire Unit 1 and Unit 2.
