Generic Letter 83-28 With respect to Generic Letter 83-28 dated July 8, 1983, GPU Nuclear requests an extension of the 120 day response time for the Oyster Creek Nuclear Generating Station to February 29, 1984.

GPU Nuclear is presently in the process of assessing our status relative to the positions presented in the subject letter. Because of the generic nature of some of the items, participation in industry group ef forts will provide a uniform, well-founded approach in responding while minimizing unneeded duplication of effort.s.

It is our intent to utilize the appropriate generic industry undertakings (not yet fully developed) in providing our response.

GPU Nuclear, as a member of the BWR Owner's Group (BWROG), has endorsed Mr. Dente's letter to Mr. Eisenhut, " Schedule for Submittals in Response to NRC Generic Letter 83-28," dated September 2, 1983.

The BWROG has formed a committee to address selected issues that are of a generic nature and it is our intent to participate in the BWROG's generic evaluation.

Because of the magnitude of the effort associated with the Salem event, the developmental state of the industry generic efforts and the time required to further assess the Oyster Creek Nuclear Generating Station based on the generic guidelines, GPU Nuclear has determined the 120 days is not adequate enough to provide the current status of conformance with the positions presented in the generic letter nor sufficient to provide plans and schedules for any needed improvements relative to these positions.

, GPU Nuclear has determined that the requested extension for the Oyster Creek Nuclear Generating Station is justified because the scram system does not utilize circuit breakers similar to those which failed at the Salem plant, the demonstrated high reliability of the scram system and the presently operational ATWS recirculation pump trip capability.
