I Pursuant to 10 CFR 50.90, GPUN, oporator of the Oyster Crook Nuclear Generating Station (OCNGS), Facility Operating Liceneo Ne DPR-16, requenta a 1 chango to Appendix A of that liconno. The attachod Technical Specification i Chango Roquent (TSCR) proposee to ootablish additional requirements for the availability of Local Power Range Monitors (LPRM) associated with the Avorago Powor Range Monitoring (APRM) system. Those additional requiremonto will further rostrict the allowable number of out of cervico LPRM/APRM detectors in order to ensura a suf ficient recponen to regional thormal hydraulic oscillations in the Roactor Coro to provont violation of the Minimum Critical Power Ratio (MCPR) safety limit. This TSCR also identifien a lower bound MCPR operating limit for each cycle as identified in thu Coro Operating Limita Report (COLR). Thio limit shall be greator than or equal to 1.47.

We roquent that the NRC staff place an appropriato priority for a timely review of thoco propocod Technical Specification Changon by March 31, 1992.

Thio change request han been reviewed in accordance with Section 6.5 of the OCNGS Technical Specifications, and utilizing the standard in 10 CFR 50.92, wo have concluded that thono proposed changea do not constituto a significant hazardo consideration.
