Dear Mr. Adams:

The U.S. Army has prepared a Decommissioning Plan (DP) f or t he deactivated research reactor located at the U.S. Army Materials Technology Laboratory (HTL),

Watertown, Massachusetts.

The Army requests permission to decommission the facility and terminate the R-65 possession-only license. The decontmissioning effort is part of the closure proy, ram as defined by the Def ense Authorization Amendment and Base Closure and Realignment Act (Public Law 100-526), which directed the Army to close MIL.

The DP and accompanying NEPA documentation are enclosed (enclosures 1 and 2).

The proposed method for decommissioning is decontamination f ollowed by total dismantlement. The proposed method was evaluated by the Army in a Characterization Report, Augast 1990, (enclosure 3), and in a Decision Analysis Report, November 1990, (enclosure 4).

The Army, pursuant to the Nuclear Regulatory Commission's (NP.C) standards and requirements, has proposed decontamination prior to dismantlement to accomodate a request by the NRC.

The DP describes the methods, regula; ions, and standards that will be implemented.

The accompanying NEPA document contains information required of an Environmental Report as described in 10 CFR 51.45 and 51.60 and is presented in the format of a drait-!inal Environmental Assessment (EA) pursuant to AR 200-2 and 40 CFR 151501.5.

The Army is acting only as a cooperating agency on the NEPA document and (mdr.rstands that NRC will prepare the final NEPA document as required. The Army will either adopt NRC's NEPA document or prepare their own final EA, as approrriate.

The enclosed draft-final EA examines the extent of environmental impacts of the decontamination and subsequent dismantlement and includes a draft f f r. ding of no significant impacts for consideration.

The resumes for the MTL Radiation Protection Officer and Technical Monitor have been enclosed for your review.

Also, enclosed is a letter from the Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health to the NRC's Executive Director of Operations requesting the NRC expedite the review and approval process, i
