The Nuclear Regulatory Comission (the Comission) has found that:-
A.
The application for amensnent filed by Union Electric ompany (UE, the licensee) dated December 11, 1990 complies with th standards and requirements of the Atomic Energy Act of 1954 as amended (the Act), and the Commission's rules and regulations s,et forth in 10 CFR Chapter !!

The f acility will operate in confonnity with the application the provisions of the Act, and the rules and-regulations of the domission:
C.
There is reasonable ussurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and-(ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the cunmon defense and security or to the health and safety of the.public; and._.
E.
The issuance of-this ' amendment is in accordance with 10 CFR Part 51 of the Comission's regulations.and all. applicable requirements have been satisfied.

Accordingly, the license it amended by changes to the Technical Specifica-tions as indicated in the attachment to this license amendment, and para-graph 2.C.(2) of facility Operating License No. NPT-30 is hereby amended to-read as-follows:

(2) Technical Specifications and e.nvironmental Protection Plan The Technical Specifications contained in Appendix A, as revised through Amendment No. 63, and the Environmental Protection Plan contained in Appendix B, both of which are attached hereto, are hereby incorporated into the license. UE shall operate the facility da accordance with the Technical Specifications and the Environmental n'rotection Plan.

This license amendment is effective as of its date of issuance.

ADMIN 1~,TRATIVE CONTROLS 6.4 TRAINING 6.4.1 A retraining and replacement training program for the unit staff shall be maintained under the direction of the Superintendent. Training.
6.4.2 The training programs for Shif t Supervisors. Operating Supervisors. Reactor Operators, and Shift Technical Advisors shall meet or exceed the requirements and recomendations of Section 5 of ANS!/ANS 3.1-1981 as endorsed by Regulatory Guide 1.B. Rev. 2, with the same exceptions as contained in the current revision to the Operator Licensing Examiner Standards. NUREG-1021. ES-202, and 10 CFR Part 55.
6.4.3 All other training programs shall meet or exceed the re ements and s
recoranendations of Section 5 of ANS!/ANS 3.1-1978.
6.4.4 Training shall include familiarization with relevant industry operational experience identified by the ISEG.
- 6. 5 REVIEW AND AUDIT 6_ E.1 ON-SITE REVIEW CO MITTEE (ORC)
FUNCTION
- 6. 5.1.1 The ORC shall function to advise the Manager. Callaway Plant on all matters related to nuclear safety.
COMP 051 TION
- 6. 5.1. 2 The Manager. Callaway Plant shall be Chairman of the ORC. ORC member-ship shall include a minimum of six additional members appointed by the Chairman and an additional member appointed by the Manager. Quality Assurance.
Selected members shall include, at a minimum, management responsible for the following areas of expertise: operations, maintenance, instrumentation and controls, chemistry, radwaste, health physics, nuclear engineering, and quality assurance.
A single individual may cover multiple disciplines.
ALTERNATES
- 6. 5.1. 3 All alternate members shall be appointed in writing by the ORC Chairman to serve on a tunporary basis.**

QUORUM
