KFUESI, DATED SEFTt: I3ER 19,1973 In accordance with your request of Septcaber 28, 1973, we have revicued the'nubject licensee report and have concluded that your te tuosted cetion 12 not appropriate at thic tf a beenune a ecpy of the report was forwarded to the Directorate of Licensing as sn enclosure to your October 11, 1973 menorandum to Mr. Skovholt. It appearn that your October 11 nc:rorandu:2 incorrectly reisted the inverted control rod absorber tabe problem to Browns Ferry 1 rather than 3rowns Ferry 2 and 3 as indicated in the licensec's September 19, 1973 report.
We feel that your distribution of the subject report is contrary to the guidanc,e established in Mr. Kruesi's March 14, 1973 secorandum relating to the functions of the RO Headquarters staff. Accordingly, we suggest that a review of the system for the control of such cutters be undertaken. We would be glad to discuss this with you.
We believe this cocpletes the action requested by F0 #180.
