DOCKET NO. 50-259 - FACILITY OPERATING LICENSE DPR ABNOME OCCURRE'!CE REPORT EFAO-7330W The purpose of this report is to provide details concerning the release to the river of approximately 1,400 gallons of unanalyzed liquid radvaste on October 19, 1973, at Browns Ferry Nuclear Plant.

This occurrence was reported by telegram on October 19 to the Region II Directorate of Regulatory Operations, Atlanta, Georgia.

Description of the Incident A vasta sample tank (WST) batch was being discharged to the river at an indicated flow rate of 140 gpm. At approximately 36-percent ,

level in the WST, the floor drr.in sample tanks (FDST) were placed

. on recycle before sa.npling the contents of these tanks for release.

Immediately the discharge flow rate increased, the FDST's level

began to decrease, and the WST's level remained constant. This condition continued for approximately 9 minutes until corrected by operator action.

1 Investigation and Corrective Action The radvaste discharge monitor was in service during the release and showed no increase in counts above the normal background reading. The activity of the FDST reported in our telegram was in error. The value should have been 1.06 x 10-7 uCi/ml. This represented an activity of 2.077 x 10-11 uC1/ml at the stop logs after dilution vnich is well below license limits.

An investigation of the occurrence and a subsequent test to duplicate the same sequence of events indicate that the 3-way valve used to recycle the contents of the FDST vas inadvertently placed in the discharge rather than recycle position.

Procedures will be changed to prohibit the recycling of a sample tank during a release from another sample tank.
