Dear Mr. Keppler:

By letter dated May 12, 1975, you requested additional infor-mation on Abnormal Occurrences 21-74, 6-75 and 7-75. This letter provides the requested information.

A0-P1-Th - Failure of Diesel Generator 1-1 Air Start Motor FSAR Section 8.h.l.2 indicates that "Each engine has two inde-pendent starting control circuits including two air motors, ... " Describe the cause of the slov start on the single air motor and the corrective actions.

Response .

A review of our records shows that the cause of the slov start-ing time was not deteruined. We have, however, reviewed the starting times since this A0 and conclude that the slow start was an isolated occurrence since it has not reoccurred.

(each air motor is tested every other month) and thus the type of failure which caused A0-21-716 would be identified. Ac mentioned in A0-21-714, however, we would not consider failure to start, using only one air motor, as an abnormal occurrence provided an immediate retest using both air motora started the dienel generator catisfactorily.

Recponse Dtch of our diesel generators has twenty-ceven of the multi-contact relays identical to the one that failed. Since ve have had no similar problems with these relaya, ve concluded that thic failure was an icolated occurrence.

The cause van atttted "to be accociated with plant procedure problems." Corrective action does not indicate procedures vill be re-vined. Provide details with respect to corrective action to prevent a recurrence.

Heaponne The plant procedures for " Circulating Water and Chlorination Gyntemn" have been modified following the subject AO. These modifica-tions, however, are considered an interim colution. As you are aware, we have had very limited experience with the closed cycle cooling system which has recently been installed at the Id ant and have not removed the cooling towera from cervlee cince ther-e occurrences.

An mentioned in the reporting of these abnormal occurrences, we have initiated a ntudy of the closed cycle cooling cyctem. We vill not, however, be able to conclude the study until we have experienced a inunber of cooling + over start-upa and chutdowns.

b. The justification for modifying the test procedure to test the diesel starting using both air motors is not clear particularly since this test method identified a relay failure which would not apparently have been otherwise identified. Provide your justifica-tion for modifying the test procedure.
c. Discuss the applicability of the failure and corrective action to the other diesel generator.
