Conditions Prior to Occurrence Both units at full load operation.
Description of Occurrence The minimum shift staffing requirements by the technical specifications are two An licensed senior reactor cperators and three licensed reactor operators.
assistant shift engineer with a senior license was on emergency leave and was replaced by an assistant shift engineer holding only a reactor operator license.
The shift was actually manned by one licensed senior and five licensed reactor operators.
Atmarent Cause of Occurrence _
The situation occurred as a result of a scheduling error when replacing an assistant shift engineer who should have a senior reactor operator license.
Analysis of Occurrence There were no adverse effects to the public health and safety as a result of this occurrence.
Corrective Action In the future until such time as all assistant shift engineers have senior operator licenses, weekly shift work schedules will indicate the license The occurrence has been held by each person whose na=e appears thereon.
