RESPONSE TO DESER OUTSTANDING ISSUE 30 (Continued)

Reliability and Availability The single filter train _ design for the SGTS depends only on stationary components for normal and accident operation.

The pre-filter assembly is filled with glass fibers a? are the pre and after HEPA filter assemblies. The charcoal iodine absorber bed is located between the HEPA filters.

All are fixed in a wolded housing making up the filter train.

The welded housing controls the flow path to eliminate any significant leakage around the charcoal and the other filters.

The redundant active space heaters and f ans operate only in the standby mode of the CGTS to dry the charcoal and maintain a low relative humidity in the sealed train.

Thus the filter train is a totally passive design in operation.

Readiness for design operation is assured by' effective surveillance tests.

Filter train availability depends on the fixed component roplacement.

Thc filter fiber glass sections are modularized for ease in hcndling.

Charcoal is replaced by dumping old charcoal from below the bed and refilling wita new charcoal from above.

Access is by flanges in the train housing.

The integrity of the charcoal bed structure is maintained by limiting the moist.re content of the charcoal in star.dby.

Charcoal moisture _is also limited by the positive human action of connecting the standby fire hose to the deluge fire protection in the case of a fire, thus inhibiting falso protection.

A charcoal fire is highly unlikely due to the excessive sizing of the SGTS cooling flow..

The charcoal bed is also oversized to reduce-heating.

The bed has-1750 poundr, of charcoal and in 150%

thick over the calculated 732 pounds required for adequate absorber saturation and combustion protection.

Redundant flow elements in the filter train flow path and related

. recorders supply the operating _and standby time measurement to

. assure timely surveillance testing.

Charcoal penetration test-are conducted after 720 hours0.00833 days
0.2 hours
0.00119 weeks
2.7396e-4 months
of operation.

Penetration and bypass leakage tests are run every 18 months and after painting, fire or chemical release in the service area and after absorbent replacement.

Surveillance includes functional operation and pressure drop measurements.

Technical specifications are satisfied with a single filter train.

A single failure for any stationary component with periodic testa is very remote.
