Dear Mr. Eisenhut:

In a letter (Reference 1) Philadelphia Electric Company rcquested an extension of the date for filing an exemption request for Emergency Lighting until July 22, 1983.

We stated that an exemption for the fifth bay in the Diesel Generator Building, as well as cther areas based on the final design of the Alternative Shutdown Systeia might be justified.

In a telephone conversation with Mr. Gears of your Staff (Reference 4), it was agree ( that PECo would update the NRC concerning certain items in our pending penetration seal exemption request.

I-In a letter (Reference 2) Philadelphia Electric Company stated that eight hour battery powered emergency lighting units will be installed in the fifth bay of the Diesel Generator Building.

In a letter (Reference 3) we included a status report j

of required modifications.

As shown on the status report,the modification to add emergency lighting in the fifth bay of the Diesel Building has been completed.

Therefore, no exemption request is forthcoming for this area.

We are presently in the process of completing the design of the Alternative Shutdown Systems that will assure shutdown capability following a fire in the control room, cable spreading room or several other areas at the plant.

The areas requiring local operation (s) are being identified and emergency lighting will be installed in these areas in accordance with the schedule of the Alternative Shutdown Systems installation.

The areas presently being considered as requiring emergency lighting include:

a)

The diesel generator rooms - local control panels.

b)

HPCI alternative shutdown panels.

c)

Several valve locations throughout the reactor buildings.

d)

Additional 4KV switchgear rooms e)

HPCI and RCIC pump compartments.

f)

Access and egress routes thereto.

The emergency lights for areas a) through e) will be provided by either self-contained eight-hour battery packs or by eight-hour battery pack inverter units that supply existing lights through transfer switches.

Areas in f) within the plant will be provided with self-contained eight-hour battery packs.

Illumination of the access between the plant and the diesel generator building and/or the High Pressure and Emergency Service Water pump structure will be provided by hand-held lanterns that will be locked within the plant (probably within the switchgear rooms).

via be for personnel to access the switchgear rooms to terminate, keylocked transf er switches, any spurious pump operations.

this time these portable lanterns can be obtained from their locked storage and be used for personnel to access the diesel e

compartments or the pump structure.

The final list of areas requiring emergency lighting will be included with the Alternative Shutdown submittal 1

scheduled for September 16, 1983.

In the telecon (Reference 4), the penetration seal program was discussed with respect to the May 27, 1983 letter exemption requests.

When finalized, alternate shutdown design will allow for bypassing of any required operation in the control room and cable spreading room, thereby allowing them to be considered one fire area, lessening the importance of a three hour qualified control room floor seal.

In this telecon, it was agreed that PECo would consider the NRC information given and respond via this letter as to the desirability of a hold on the NRC penetration seal exemption request review at this time.

Therefore, we request that the NRC continue their review of both item 1

" Internal Conduit Seals -

Control Room Floor Slab," and item 2

" Pressure Barrier Seals -

Internal Conduit", of the above letter (Reference 3).

We would suggest, however, that a final determination of the Control Room Floor Slab submittal (item 1) acceptability be deferred until completion of our Alternate Shutdown System design (September 15, 1983) and our proposed floor slab " correlation" seal test at Gold Bond Building Products, Buffalo, New York, in cooperation with Factory Mutual Research (end of September, 1983).
