H. B. ROBINSON UNIT NO. 2 LICENSE DPR-23 REQUEST FOR REVISION OF TECHNICAL SPECIFICATIONS SURVEILIANCE OF BORON CONCENTRATION OF BORON INJECTION TANK

Dear Mr. Skovholt:

In response to your ccccern with the possibility of inadvertent dilution of boron in the boron injection tank of H. B. Robinson Unit No. 2 as expressed in your letter of February 27, 1973, Carolina Power & Light

' Company concurs that the frequency of surveillance of the boron concentra-tion in the tank should be increased from the present once per month to a frequency commensurate with the importance of boron injection as the .

backup system for shutting the reactor down.

Based on our submittals of September 28, November 10 and November 29, 1972, in which we informed you of equipment and administrative changes to prevent local concentration and precipitation of boron in the boron injection system, we feel that a surveillance frequency of once per week is adequate to provide the reactor operator with information that will lead to corrective action before a limiting condition for operation is violated. In addition, since the dilution problems have occurred subsequent to actuation of the safety injection system, we feel the boron concentration should be checked immediately following any actuation of the system that could cause such a dilution.

Therefore, we request that the following changes be made in the Technical-Specifications for H. B. Robinson No.'2 to incorporate the above-mentioned modifications:
