4 LIMITING SAFETY SYSTEM SETPOINTS I v4 In response to Mr. Kruesi's letter of May 18, 1973, and in accordance with Section 6.6.1, Technical Specifications and Bases, the following abnormal occurrences are reported for your records:
1.
Limiting safety system settings were discovered outside the limits specified in Technical Specifications, Section 2.3:
a) Pressurizer level reactor trip (January 19, February 21, March 20, and September 20, 1972) b) Pressurizer high pressure reactor trip (March 20, April 21, thy 18, June 20, July 20, August 23, and September 20, 1972) c) Pressurizer low pressure reactor trip (January 19, 1972; 2.
Limiting condition for operation was discovered outside the limit specified in Technical Specifications, Table 3.5-1:
a) Pressurizer low level safety injection trip (January 19 -February 21, April 21, May 18, June 20, July 20, and August 22, 1972)
At the time of these occurrences these four setpoints were set on the Technical Specification limit with an acceptance tolerance of 11/2% of instrument range for_ drift. _This condition could allow the setpoint to exceed the Technical Specification limit and still be within the acceptance criteria of the periodic test.
In all cases, the setpoints were exceeded when allowable instrument drift increased the setpoint beyond the limit.
It was considered justified to assume credit for 11/2% drift, and Westinghouse Electric Corporation has stated that this is consistent with the safety analyses, llowever, to eliminate this condition, the setpoints of these

instruments have been changed in the conservative direction by 1% of the instrument range so that allowable amounts of instrument drift would not cause a Technical Specification limit to be exceeded.--
In the future, any setpoint which exceeds the Technical Specifi-cations limit will be reported in accordance with normal procedure.
