Operating License No. DPR-50 Docket No. 50-289 Response to NRC Generic Letter 91-06 Request for Authorization for Use of the 1989 Edition of the ASME Code for Automatic Welding of Steam Generator Tube plugs Babcock and Wilcox Nuclear Services Company (BWNS) has designed a steam generator plug made of Alloy 690 material and developed a welding technique to l meet.the requirements of the 1989 Edition of the ASME Code Sections 111 and XI. The 1989 Code Edition has not yet been approved for use by the NRC.

However, in a Federal Register Notice published on January 30, 1991, the NRC proposes to amend 10 CFR 50.55a to incorporate all Editions and Addenda thru the 1989 Edition of Section 111 and XI in a final rule scheduled for issuance in December 1991. The purpose of this letter is to request approval for the use of the 1989 Edition of Sections 111 and XI of the ASME Code to allow installation of plugs conforming to the BWNS plug design and welding technique. This request for approval is limited to this specific application rather than use of the later Code Edition on a broader basis.

NRC approval for TM1-l's use of plugs manuf actured with Alloy 690 material has been granted in a letter dated February 9, 1990. The BWNS technique based on the 1989 Lode utilizes a high integrity remote plug welding process which offers the benefit of lower personnel radiation exposure. GPU Nuclear t
