Dear Mr. Davis:
This is in further response to your June 30, 1972, letter RO:II:JGD 50-259, 50-260, 50-296, 50-327, and 50-328 concerning verification t?-t the vall thicknesses of certain valves meet the requirements of specified codes and standards.
This response is confined to our Browns Ferry nuclear Plant only; a separate response is being prepared for Sequoyah nuclear Plant valves.
Representatives of the TVA Divisien of Design have discussed informally with representatives of AEC Directorates of Licensing h
and Regulatory Operations (Region II) the extent of a Browns Ferry valve thickness verificatien program, and we now vish to propose formally the following plan:
Where no records exist of minimum vall thickness, we vi'_1 perform a measurement of cast valves in unit 2 reactor coolant pressure boundary; these examinatiens vill be limited to valves larger than two-inch IFS in water lines and larger than four-inch IPS in steam lines.
In addition, within three years, after June 30, 1972, we vill measure the corresponding valves in unit 3 1
We vill utilize measuring procedures which are consis-tent with items (1) and (2) of your June 30, 1972, letter.
These procedures have been incorporated in a process specification, a copy of which is enclosed, and the procedures have been included in TVA Construction Specification G-29 as a standard. Valves which cannot be accepted under items (3), (h), or (5) of your letter vill be repaired as directed in item (6) of your letter.
In order to provide a larger margin than indicated by item (3) of your letter, if any valve vall thickness is found in units 2 or 3 to be not more than two percent over the specified rinimum vall thickner.s, the related 8307110001 740531 PDR ADOCK 05000259 P

. Mr. John G. Davis December 1, 1972 valves in unit 1 vill be checked at the first available opportunity and vill be subjected to the teasurement and acceptance procedures described in the preceding.
Ultrasonic measurement instrunents and calibration material are being secured and training of personnel in this technique is underway. We expect to be ready to begin on unit 2 no later than December 15,
'972.
We bmieve that measurement of all valves in units 2 and 3 (c6+
percent sampling) vill provide the level of confidence required to guarantee that all valves in the Browns Ferry plant meet the standards and specifications under which they were purchased.
We have not received a reply to our letter of September 29 to you, and this prcpesel is based en our requested exclusions of forged valves entirely ar.d all cast valves under two-inch IPS in water service and four-inch IPS in stecs service. We agree to modify the scope of teasurements stated in thf s letter if any of these exclucions are not granted.
Unit 1 is undergoing preoperational testing under tight schedule to meet the scheduled fuel loading dato of February 1,1973.
Since measurement of unit 1 would inn 1ve rencval of insulation to p'ermit access to valves, we wish to keep requirements for measurement to a minimum.
Since unit 1 is in an advanced stage of construction, an early decision would be greatly appreciated.
