VIRGINIA ELECTRIC AND POWER COMPANY-NORTH ANNA POWER STATION UNITS 1 AND 2 ASME SECTION XI INSERVICE PUMP TESTING l

lNSTRUMENT LOOP ACCURACY EVALUATIONS Based on the evaluation of instrument loop accuracles and instrument ranges performed for ASME Section XI pump testing at Surry Power Station, we are currently performing a similar evaluation ior North Anna Power Station.

A preliminary evaluation of the instrument loop calibration calculations has indicated that some of the instrument loops may exceed the required accuracy requirement of the Code.

Therefore. the possibility exists that some previous testing was not performed in complete compliance with ASME Section XI. Consistent with the actions taken at Surry Power Station and as Mr. M. L. Bowling of my staff discussed with Mr. H. N.

Berkow of your staff on July 23,1991, these noncompliances are being documented in station deviation reports and will be further reported under 10 CFR 50.73 as required.

A review of each noncompliance will be performed to ensure that the affected pump (s) j remain fully operable and could perform their intended function. In those cases of instrument accuracy or instrument range Code noncompliance found during this evaluation where the affected pump is determined to be operable, the Technical Specification surveillance requirement may be considered to be satisfied without retesting the pump.

The evaluation was initiated to determine the accuracy of the entire instrument loop in

- accordance with our engineering standards. We are actively working to establish the scope and schedule for this effort. However, it is our intent to complete the final l

evaluation of the insWment loop accuracies and instrument ranges by November 30, 1991. Procedure cht ses or equipment modifications may be required as a result our on going assessment. Each of these issues will be resolved ihrough the station deviation process such that pump testing will comply with ASME Section XIinstrument accuracy and instrument range requirements by the following scheduled surveillance or the appropriate relief will be requested.
