(" West Valley") hereby submits cupplenental answers to interroga-tories propounded by the Arizona Public Service Company, et al.

('*Joiut Applicants") and the NRC Staff. In addition to these supplemental interrogatory answers, West Valley will further supplement its answers as necessary in accordance with 10 C.F.R. 9 2.740(e), the agreement of the parties, and representations in previous West Valley responses to interrogatories propounded by Joint Applicants and the NRC Staff. '

West Valley incorporates by reference the General Objections set forth in response to Join Applicants' Second Set of Interrogatories.

No. 2 of the NRC Staff's Second Set of Interrogatories (and related interrogatories in this proceeding submitted by those parties, including Joint Applicant Interrogatories Nos. 1, 3-7, 9-33, 59, and NRC Interrogatory No. 1), West Valley responds as follows:

It is possible to determine the amount of acreage being farmed in the vicinity of the Palo Verde Nuclear Generating Station (PVNGS) from the Soil Survey of Maricopa County, Arizona, Central Part (U.S. Department of Agriculture Soil Conservation Service, September 1977). This document identifies through aerial photo-graphs areas being farmed as well as soll types. Field work for ,

the survey was undertaken from 1958 until 1972.

It is also possible to determine the amount of acreage being farmed from aerial photographs aaintained in files of the Office of the Arizona Department of Water Resources, 99 East Virgi$1ia, Phoenix , Arizona. These photographs were used to determine the eligible acreage base under the State Ground Water Code. They show irrigated farm land between 1975 to 1980 or 1976 to 1981 and are believed to be accurate within 4 - 6%

Attached as Exhibit A is a document prepared from these aerial photographs compiling the developed agricultural lands within a 20 to 30 mile radius surrounding the PVNGS. This document was not prepared in connection with this litigation and Petitioner has no intention at this point in time of using the firm which compiled the information as its expert.

- It is possible to determine the owners of farm land in the vicinity of PVNGS and their acreage from publicly available records contained in the Department of Water Resources or in the Federal Bureau of Reclamation, Arizona Project Office, 26th Floor, Valley National Bank Center. The federal records identify land eligible for Central Arizona Project funds. A sample compilation of the names of farmers and their acreage is also attached in Exhi-bit A. The referenced farmers are not necessarily members of West Valley. The information was compiled from the. Bureau of Reclamation and Arizona Department of Water Resources records, but was not ccmpiled.in connection with this litigation.

It is possible to determine the percentage of f arm lands devoted to specific crops from various sources, including the Maricopa County Soil Survey referred to above and the records contained in the Farm Bureau. It is petitioner's position that the determination in this proceeding of the potential damage from the PVNGS over the operating life of the plant should be based upon the relationship of average figures for specific crops grown and average total acreage devoted to crops throughout the PVNGS region. Using such average figures, it is possible to predict damage over time.

Although West Valley objects to the interrogatories concerning its members' farms, its principal goal in this proceeding has been and remains the resolution of the crop impacts question. West Valley's concern over the salt drift issue led it to hire experts to review the PVNGS studies and to provide their conclusions to the NRC and Joint Applicants. West Valley agreed, in the interest of speedy resolution of its environmental concerns, to provide information to Joint Applicants and the Staff through the discovery process, pending the disposi-tion of its NEPA Motion. West Valley agreed to locate information on area acreage and crops from publicly available records. West Valley will continue to cooperate with the NRC and Joint Applicants in efforts to identify the impacts of PVNGS salt drift on crops. But West Valley cannot and should not be asked to play the role assigned by NEPA to the NRC staff.

West Valley therefore requests the Board to grant its Motion for a protective Order.

SUMMARY

IRRIGATED AGRICULTURAL ACREAGE SURROUNDING THE PALO VERDE NUCLEAR POWER PLANT The compilation of developed agricultural lands from a 20 and 30 mile radius surrounding the Palo Verde Nuclear Power Plant was obtained by using infrared landsat satellite aerial photographs from DWR that were flown in 1979. This is the data DWR used to determine the acreage that was productive during the 1975-1980 period.

The method of gathering data was achieved by placing a mylar transparency, used for locating township and range lines, over the picture. An additional transparency was used to calculate the acreages in each township. A systematic range by range process was used in order to reduce error caused by randomly choosing townships. The scale of the satellite pictures as well as the transparencies was 1:250,000.

Results of the studies are as follows:

Acreage within twenty mile radius 90,220 acres Acreage within thirty mile radius 176,340 acres Harquahala Acreage 32,046 acres Tonopah Acreage 9,510 acres The Landsat photographs were taken in 1979 and were, according to Department of Water Resources, the most accurate information available.
