VIRGIL C. SUMMER NUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 TECHNICAL SPECIFICATIONS CHANGE REQUEST FOR REVISION TO 3/4.8.4 (TSP 870014-1)

On October 26, 1990 South Carolina Electric & Gas Company (SCE&G) submitted a Technical Specification Change to the Nuclear Regulatory Commission (HRC).

The proposed change affected Technical Specification 3/4.8.4, " Electrical Equipment Protective Devices."

After a conference call on January 17, 1991, with Mr. George Wunder, Project Manager, it was discovered that some explanatory information was omitted and a typographical error was found in the original submittal.

In the original submittal, two valves (XVG 3103A-SW and XVG 31038-SW) were changed from bypassed to non-bypassed status on Table 3.8-2 of Technical Specification 3/4.8.4; however, the explanation for this change was omitted from the original submittal. These two service water valves are not bypassed valves because system operations require them to remain open. They do not operate on safety injection signals, and a closure of these valves would render their associated systems inoperable. Therefore, this change from bypassed to non-bypassed status reflects the actual as-built condition of the plant. The existing Technical Specification status is incorrect as listed.

Also, in the original submittal, a typographical error was found in the function listing for valve XVG 8809B-S1. The function listing should read,

" Refuel WTR STG TK RH Pump B SUCT VLV."

The original submittal listed this valve as a pump A suction valve.

Further review of this table identified four valves that had their bypass status listed incorrectly. These valves, (XVG 8701A-RH, XVG B7010-RH, XVG 8702A-RH and XVG 87028-RH), had their bypass circuitry removed by Modification Request Form (MRF) 20913 with the removal of the autoclosure interlock function. With the autoclosure function removed, these four valves no longer required bypassing per Regulatory Guide 1.106. Prior Nuclear Regulatory Commission (NRC) approval for this change was obtained March 6, Ij 1990 (TAC NO 74824), and the change was incorporated into Amendment 89 of the Technical Specifications. However a change to Table 3.8-2 was inadvertently omitted.

l Document Control Desk TSP 870014-1 Page 2 of 2 Since these changes are administrative in nature and propose no decrease in the margin of safety as defined in Technical Specifications, the safety evaluation and no significant hazards determination of the original submittal of October 26, 1990, is applicable.

The charge request is contained in Attachment 1 of this letter: :

Technical Specification pages with the requested amendments indicated.

These changes to Technical Specification 3/4.8.4 have been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee. SCE&G requests NRC review and approval of this Technical Specification change by July 1, 1991.
