Quad-Cities Nuclear Powe r S ta tion, Unit 1, NRC Docket No. 50-254, DPR 29, Previous Abnormal Occurrence Report No. 50-254/75-4.

Dear Mr. O' Leary:

1 In the referenced report conce rning mispositione d fuel in the Quad-Cities Unit 1 co re, it was indicated that the misoriente d assembly would be sipped to determine if there was any gross failure of the fuel cladding.

Detection o f cladding f ailure via sipping is based on comparison of samples from a large number of fuel assemblies that operated under the same conditions.

There are no assemblies to form a background for comparison and it was re co gnize d that only a failure that would have resulted in the release o f large quantities of ff==ien pr: ducts tc the coolant could be detected.

Since the time of our report to you, Unit 1 has re turne d to power operation.

The operational off gas rele as e rate and off-gas response to power ch an ge is identical to that p rio r to the removal o f the mis-oriented assembly.

It has th e re fo re been concluded that no gross fuel failure had occurred as a result of the misorien tation and that no further investigation with methods available at Quad-Cities will yield use ful info rmation.

General Electric has expressed an in te res t in disassembly and inspec-tion of the misoriented fuel assembly.

You will be informed of the results if this inspection is conducted.
