Dear Mr. O' Leary:
On March 20, 1974 representatives of the Directorate of Regulatory Operations, Region III were informed by telephone that a deficiency existed in the actual set points of the Palisades Plant secondary relief valves and that this deficiency would be corrected prior to returning tne plant to service. The report was made at that time be.:ause it was wncluded that the Technical Specifications, Section 317, Paragraph (c) which stated that the i
valves will be set between 985 and 1025 psig was in error. This conclusion was based on the fact that the FSAR (Section 4.3.4, Table 4-4) and Section 2.2 of the Technical Specifications listed the set points with the same numerical values but in pounds per square inch absolute instead of gage. Since that time, it has been concluded that valve set point pressures of between 985 and 1025 psic (or the equivalent absolute pressures) were used in the design, procurement and raalysis of the Palisades Plant. This con-clusion was based on a review of mechanical design information and the set points input into the safety analysis of the Palisades FSAR.
We have concluded that the use of absolute pressures with the set points for these valves that are specified in the FSAR and sections of the Technical Specifications, other than 3.1.7, Para-graph (c), was an editorial error. The valves are now, and have been in the past, set to the proper set point (985 to 1025 psig).
A Technical Specifications change vill be proposed to correct the editorial errors.
