! water pump. Investigation determined the pung> was damaged beyond

~ repair withi n the seven (7) day Technical Specification limit. To allow continued operation, the original diesel generator cooling water pump will be substituted for the failed pump until a suitable replacement can be installed. This submersible pump should be re-installed by August 30, 1976. The following swaluation is a tem- ,

porary measure to allow continued operation of Unit 3 with a tempo.-

It is proposed that the Unit 3 cooling water submersible pump, installed as part of the flood protection modification, be replaced with a nonsubmersible type pump. The replacement pump, l

l actually the originally installed pump, meets all the design re-quirements except for the submersion protection. The temporary i . pump will be installed on the bed plate of the old pump and fit up to the original piping. The modification work will be completed ,

in accordance with the Quality Assurance Manual.- -

O C:mmenw::alth Edison O Mr. Dennis L. Ziemann July 16, 1976 A 10 CFR 50.59 review was conducted and it was determined that there are no unreviewed safety questions involved in this modification. However, since Reference (a) indicates the diesel generator cooling water pumps are the submersible type, this pre-sentation is made to justify continued operation of Unit 3 for a short period of time without the flood protection.

It is highly improbable that a simultaneous IDCA, loss of all off-site power, and a failure of the circulating water piping could occur. The plant has been previously analyzed for operation with one diesel generator inoperative and found adequate to handle a IDCA and loss of off-site power. Additionally, the Technical Specification allows operation for seven days with an inoperative diesel generator.

In the event of cribhouse flooding making the diesel generator cooling water pump inoperable, to insure all margins of safety are maintained, Unit 3 will be shutdown using normal operating procedures.

Reference (b) proposed an interim fix to allow operation with the originally installed non-submersible diesel generator pumps.

At that time, an emergency cooling water supply has provided from the diesel fire pump to the 2/3 diesel generator. The 2/3 diesel generator was then available for standby duty while plant shutdown was accomplished. Additionally, the concurrent loss of offsite Power was addressed and found acceptable since the units can be maintained in a safe shutdown condition with the isolation condenser. The isolation condenser system makeup valve was opened upon receiving >

the indication of cribhouse flooding. The consequences of the cur-rently proposed temporary operating provisions are less severe than this previous evaluation.

Since in this case the Unit 2 and Unit 2/3 diesel generators will remain operab.'.e in the event of cribhouse flooding, justification for continued operation is even more conservative. Additionally, should it be necessary, the Unit 2 ditsel generator crosstie to the Unit 3 emergency busses could be utilized.

! In summary, it is concluded that operation with the temprary diesel generator cooling water pump is justified for a short pe A of time. With the administrative shutdown of Unit 3, should ti cribhoure flood, these provisions are more conservative than i; eria operating provisions previously reviewed and described in Reference (b).

( ALLEGATION BY J0llN E. SANFORD By memo dated May 6, 1976, IE:llQ forwarded two letters received from Mr. John E. Sanford, Streator, Illinois. The memo with enclosures is attached to this memo.

In one letter, Sanford makes a reference to a weapon being fired on the Dresden premises. In the other, he refers NRC to the Department of Labor Management in Chicago for more information.

During a telephone conversation with Mr. Charles Lawton, Dresden Security Officer, on May 12, 1976, J. F. Donahue was advised that no weapon firing incidents had occurred at Dresden other than one previously reported. This occurrence involved a guard firing at a rat while on patrol on August 15, 1974. The guard was subsequently replaced.

On May 20, 1976, I contacted Ms. Joyce Carnell, Investigator, Division of Labor Management, by telephone. She stated that she was a member of a strike force in cooperation with the Justice Department relating to organized crime and that they were investigating activities of Sanford's union. She stated none of the information they had related to matters under NRC jurisdiction or any specific problems at Dresden.

She did however indicate that during a contact last week with the Grundy County Sheriff, she was advised a weapon-firing incident had occurred about one year ago involving an Ed Arambasich, a Union Business Agent.

On May 21, 1976, I called Lawton again and he reiterated the information given to Donahue, lie stated he knew nothing about Arambasich. I then called the Grundy County Sheriff who said he knew of no weapon-firing incidents but said he had heard Arambasich had pulled a gun on several ,

occasions, lie said Arambasich had been indicted on 90 counts and would probably spend a long time in prison.

It should be noted that in March 1974, Sanford made allegations to Region III concerning Dresden which were examined and no items of noncompliance were found (see Report No. 050-237/74-04).

In view of the above, Region III plans no further action and considers the matter closed. ,
