In regard to our request for exemption documented in our letter of April 26,1984, additional information is being provided based on our telecons with your staff reviewers on May 8 and 14,1984.
As indicated in our letter of May 1,1984, ten (10) municipalities in Beaver County had indicated that they would not participate in this year's scheduled exercise of June 27.
Our objective is to obtain 100% participation from the 27 municipalities in Beaver County, Pennsylvania. Our training efforts for these 27 municipali-ties, as summarized in our letter of May 4,1984, is ongoing. Attached is an updated copy for your infonnation. We have met with the Beaver County Com-missioners who have agreed to support the activities of local and county governments in the scheduled exercise. Those municipalities who have indi-cated they will not play have been approached again, and the importance of participation has been reiterated to their elected officials. Certain municipalities will be encouraged to combine into common E0C locations if their staff personnel resources are limited on the day of the exercise.
Emergency workers from these local municipalities are mainly volunteers, many of whom hold full-time jobs, creating a situation which often results in lost wages and other inconveniences as a result of their participation in these training sessions and drills.
We have obtained commitments from three (3) of these municipalities who formerly declined to participate, and three (3) additional municipalities are l
reconsidering their participation in the exercise. This narrows the non-participants to four (4). We will continue to actively pursue agreements with the remaining four (4) municipalities and will provide you with any.
changes in status regarding additional agreements.
