Systematic Assessment of Licensee Performance (SALP)

Dear Sir:

Pursuant to the items discussed at the subject meeting, and as indicated in Reference (b), we offer the following comments:

A)

Editorial clarification relative to Stop Work Order (SWO) issuance is requested.

Connotations can be drawn that SW0s were issued as a result of NRC Region I inspections.

The systems of control implemented by the licensee were in fact the basis for limited stop work orders issued on the project during this assessment period and have been since project inception.

B)

Clarification is also requested relative to Section III:

Performance Analysis - Piping Systems and Supports Subsection (4),

as detailed on Page 6 of the subject report. This section infers that licensee review of final Code accepted radiographic film packages approved by the piping and support contractor resulted in Code rejectable indications ("at least 25") which will require field weld repair. Licensee review in fact did result in repair of one (1) field weld. The remaining radiographic film deficiencies did not impact hardware, however, software shortcomings did require editorial correction or enhancement for microfilmability.

Positive actions have been taken to alleviate recurring concerns relative to interface problems and effectiveness of corrective actions.

Effective March 1, 1984, the project QA organizational structure was realigned. All corporate site QA/QC organizations supporting the project now receive direction and are accountable to the licensee Construction Quality Assurance Manager. A computer assisted trending program of licensee and Construction Manager's activities also was implemented in March of 1984.

Site contractors' trending programs will be factored into a total project trending and corrective action program by mid-1984.
