AlabamaPower May 15,1984 Docket Nos. 50-348 50-364 Director, Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D.C.

20555 Attention:

Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Units 1 and 2 Interim Shutdown Measures Regarding 10CFR50.48 and 10CFR50 Appendix R Requirements Gentlemen:

Alabama Power Company previously submitted certain fire protection exemptions and clarifications from the requirements of 10CFR50.48 and 10CFR50 Appendix R in letter dated June 18, 1982.

By NRC letter dated April 10, 1984, Alabama Power Company was requested to provido an update to the June 18, 1982 request for any remaining schedular exemptions needed to support the Appendix R schedule extension request. Alabama Power Company has reviewed the presently requested exemptions and determined that the only outstanding exemption in the June 18, 1982 letter is the installation of modifications for both units to satisfy 10CFR50 Appendix R, Section III.G.3.

There are eleven shutdown systems that will require modifications in order to establish compliance with 10CFR50 Appendix R, Section III.G.3.

These modifications are currently scheduled to be completed by the Unit 1 seventh and the Unit 2 fourth refueling outages. This schedule for installation of these modifications is consistent with the exemption request in the June 18, 1982 letter. Alabama Power Company will develop and incorporate interim shutdown procedures by the end of the Unit i sixth and the Unit 2 third refueling outages. These procedures will provide guidance for alternate actions to be taken in the event of a fire in the control room or cable spreading room during the one operating cycle preceding conipletion of the eleven shutdown system modifications. Upon completion of these modifications, alternative shutdown capability will be provided directly from the hot shutdown panel and the interim procedures will no longer be applicable. The modifications will be completed no later than the Unit i seventh and the Unit 2 fourth refueling outages.

As stated in the February 10, 1984 letter, Alabama Power Company has initiated a detailed review of the Farley Nuclear Plant fire protection design to determine the effects of the current NRC Appendix R interpretations.

It is anticipated that, as a result of this review, additional exemptions to tne current NRC interpretations of 10CFR50 Appendix R, Sections III.G.1 and III.G.2 may be requested pursuant to 10CFR50.12(a). During the recent NRC Appendix R workshop in Atlanta, Georgia on May 4,1984, Alabama Power Company was informed that the NRC intends to issue an additional Generic Letter regarding the present NRC interpretations of Appendix R.

Any additional exemptions as a result of this review will be submitted by August,1984 based upon the receipt of the additional NRC Generic Letter by July 1, 1984.

Receipt of the additional NRC Generic Letter after July 1,1984 may require a revision to the August 1984 submittal of any necessary exemptions.
