Parker (CIO) 10 HOLD POINT NOTIFICATION CONDITION DETAILS CIO has discussed, with those referenced above, the various Interoffice Memorandums (IOM's) issued that clarify the status assessment process. As a result, CIO has the following concern.

The 10M's which clarify the status assessment process may be issued by the BPCo Project Field Engineer, Project Superintendent, Construction Systems Supervisors, Team Supervisors and/or anyone else seeing a need for clarification of a particular status assessment subject area. The 10M's are not being cleared /

processed through any one point for any tracking, review or collection point for' reference.

This lack of administrative control can lead to the following problems;

1) Inconsistancy in direction provided to personnel implementing CCP activities.
2) Redundancy in memos issued on the same topic.
3) ClaHfications being issued which represent changes to existing procedure requirements.

4). Inability to evaluate the IOM's for needed program / procedure changes.

Please provide CIO with CPCo's plan for addressing the concerns noted above.

FPG-1000 Rsv. 7 Attachmant G Pegs 2 of 3 "INFORMATION BULLETINS" SCOPE This plan outlines a proposed method for disseminating information rblated to Construction that does not require incorporation in field procedures, field instructions, and administrative guidelines and field specifications (herein referred to collectively as " procedure (s)").

The plan is not to use information bulletins to revise procedures or otherwise to replace formal procedures as defined in FPG-1.000.

PROPOSED PLAN l

The Project Field Engineer may issue Information Bulletins to supply Construction related information. The Information Bulletins may emphasize procedural requirements; provide supplemental training information as might be identified by SAT, TET,. audits, management observations, etc; provide administrative information that is not required to be proceduralized; and provide detailed information that does not change the requirements of a procedure, j

Examples of basic procedural requirements that may not be included in the Information Bulletins to the extent that they are currently specified in a procedure are as follows:

1.

Change in responsibility 2.

Change in reporting relationship now shown 3.

Change in title 4.

Change in signature authority 5.

Deletion or addition of important elements of a process 6.

Change in a form that deletes an essential element of the form 7.

Deletion or addition of a quality-related item All the Information Bulletins shall be signed by the Project Field Engineer and co-signed by other department heads as appropriate.

If a department other than Fleid Engineering is not involved with the Bulletin, then the PFE shall mark "N/A" on the " Department Head" blank on the Bulletin form.

Where procedural information is being referenced in the bulletins, the applicable procedure and revision shall be listed on the bulletin. The bulletin shall be routed for review with the next revision coordination copy of the procedure for determination if additional incorporation is required.

The Information Bulletins shall be sequentially numbered, logged and distributed by Document Control. One copy of each bulletin shall be maintained by the receipient and shall be distributed on a controlled basis to each holder of controlled sets of procedures.

All other copies are uncontrolled.

The Project Field Engineer shall determine whether or not procedural changes or Information bulletins are required.

When the information on an Information Bulletin is no longer valid, a revision to the bulletin shall be issued to update or cancel the bulletin, r
