Dear Mr. Quamme:
This is Construction's final response to Stone & Webster's Overview Item No.-075.

i The 1974 Edition of Section III of the Boiler and Pressure Vessel Code, Subsection NF, paragraph 4121, requires manufacturers and installers of ASME component supports to certify that the supports-complies with the rules provided in that subsection, but does not contain requirements for the certification.
The manner in which the certification is to be pro-vided was defined later in Code Case 1651, and the attachment to Stone and Webster's CIO Item 075 is a representative example of the certificates i
being provided by Bechtel to B&W to satisfy this Code requirement. This form does not certify material in the sense that a C(rtified Material Test Report (CMTR) does, nor does it certify the material and fabrication performed by Grinnell.
It does, however, certify that all activities performed by Bechtel were in accordance with the ASME rules.
The:,3 activities include,.but are not limited to procurement (including assemblies from Grinnell), receiving and storing materials, cutting, pre-assembly, welding, NDE and shipping 1.e., The Quality Program..
Under the terms of Bechtel's contract with B&W, Bechtel is furnishing the
. supports to B&W for installation.
Some of the supports were procured by Bechtel from ITT Grinnell before 1978 and since 1978 the supports have been fabricated by Bechtel at the Standish Shop..lf a hanger item is missing from an assembly previously furnished by Grinnell, Bechtel pro-vides the item, performing fabrication as required where approved by Grinnell for Bechtel to do so.

D. L. Quamme Page 2 BCCC-9289 Regarding hanger number 2CCA-1-7-H4 furnished by Grinnell, Bechtel did some pre-assembly work, including welding, and on 6/15/83 delivered the hanger to B&W with all its parts except for item 7.
A certification was also provided on that date.
Item 7, which is a hunger rod, was cut to' length and threaded at the Standish Shop later.
It is a fabricated part requiring the certification per Code Case 1651 which was provided on 10/5/83.
Bechtel furnishes bulk quantities of material that are not designated for a particular hanger assembly in accordance with paragraph 4323 of the Bechtel Quality Assurance Manual.
In B&W's case, the Quality Records for bulk material procured by Bechtel and the records furnished by Grinnell for hanger assemblies are maintained in the Jobsite QC Vault and made available to B&W.
Reference B&W's letter of 3/12/84 to Bechtel, copy attached, agreeing with this arrangement.
The following are our responses to the specific questions asked by Stone and Webster.

Q-is it the intention to use such certificates to denote acceptability of ASME III materials supplied by BPC to its Subcontractors?
A-the certification being provided per Code Case 1651 applies to component supports only and is furnished only when Bechtel provides material which is unique to a designated hanger assembly.
Materials provided in bulk quantities are furnished in accordance with paragraph 4323 of the BQAM and the letter of 3/12/84 from B&W which allows the quality records to be maintained in the QC Vault.
Q-does Bechtel Power-intend to define development and certification of these documents within an approved procedure?
If so, when?
A-Bechtel is preparing a procedure for providing hanger certifications per Code Case 1651 which will complement the N-5 Data Reports.
The certification being provided to B&W will also be addressed in that procedure which is currently scheduled to be issued by 8/1/84.
