CD&L Carolina Power & Light Company SERIAL: NLS-84-082 MAY 101984 Director of Nuclear Reactor Regulation Attention:
Mr. D. B. Vassallo, Chief
' Operating Reactors Branch No. 2 Division of Licensing United States. Nuclear Regulatory Commission Washington, DC 20555' BRUNSWICK. STEAM ELECTRIC PLANT, UNIT N05. 1 AND 2 DOCKET NOS. '50-325 & 50-324/ LICENSE NOS. DPR-71 & DPR-62 REQUEST FOR LICENSE AMENDMENT CORRECTIONS TO TECHNICAL SPECIFICATIONS
Dear Mr. Vassallo:
SUMMARY
In accordance with the Code of Federal Regulations. Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L) hereby requests a revision to the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP),
Unit Nos. I and 2.
The proposed revision makes administrative changes correcting typographical errors in TS 4.6.6.1.c, TS 4.1.3.7.1.b, and Table 3.3.4-2.
DISCUSSION This revision corrects three typographical errors. TS 4.6.6.1.c is revised to refer to Regulatory Guide 1.52, instead of Regulatory Guide 1.53, in relation to obtaining carbon samples from the Standby Gas Treatment System charcoal absorbers. TS 4.1.3.7.1.b is corrected to refer to TS 4.1.3.1.2 for surveillance requirements, not TS 4.1.3.1.
The table number reference of Table 3.3.4-2 (page 3/4 3-42) is-changed from the incorrect table number of 3.3.4-1 (applies only to Brunswick-1 TS). Various administrative changes are also made in TS 3/4.6.6 to make it more closely conform to the GE/BWR-4 Standard Technical Specifications.
SIGNIFICANT HAZARDS ANALYSIS The Commission has provided guidance concerning the application of its i
standards set forth in 10 CFR 50.92 for no significant hazards considerations by providing certain examples published in the Federal Register on April 6, g-1983 (48 FR 14864). One of the examples of an amendment likely to involve no aML significant hazards consideration relates to a change (1) which is purely
.q"
-administrative in nature; for example, a correction of an error, or a change
'g in nomenclature. Since the proposed revision involves only correction of O
typographical errors and changes in nomenclature, CP&L has determined that it g
.$g falls under the criteria of example (i) and as such involves no significant hazards consideration.
