Dear Dr. Morris:
Attached is a report concerning the Cadweld process of splicing reinforcing bar which is in use in the construction of the
' containment buildings of Turkey Point Units Nos. 3 and 4.
The report sets forth certain modifications to the specifications for making and inspecting the splices.
Specifically, the modifications deal with additional criteria for acceptance of the splices after visual inspection.
The additional criteria will provide further assurance that the strength of splices will meet the specified requirements in those cases where small voids occur at ends of the splice in the thermally placed splice material.
The Di. vision of Compliance has indicated that it would be undesirable to proceed with the placement of concrete in the Unit No. 4 mat in view of the large number of Cadweld splices involved until the matter of voids has been reviewed.
