Dear Mr. O' Leary:

The purpose of this letter is to report chlorine residual concentrations in the discharge bay which exceeded the liciting condition for operation specified in Section 1.1.A, Appendix B, Non-Radiological Technical Specifications. The limit of 0.10 ppm free and combined chlorine residuals in the discharge bay was exceeded on several occasions within the past 30 days.

Indicated below are the dates the limit was exceeded and the maximum concentration detected.

Date Maximum Conc. (pom) 2-25-74 0.32 2-26-74 0.34 3-5-74 0.20 3-23-74 0.51 The 0.51 ppm was measured in the discharge bay when only 4 circulating water pumps were running.

During this 30 day period, the hypochlorination system was out of service 9 days. Otherwise hypochlorination was done three times a day with the hypochlorite flow manually set at 5 gallons per minute. Each comolete chlorination cycle was 40 minutes in duration. The limit of 0.10 ppm total chlorine residual is not exceeded until the end of chlorination. We f

It should be noted that the concentrations reported above are within the limits of Technical Specifications proposed in Mr. J. Abel's letter of November 14, 1973. Pending your review of this change and resolution of questions raised b?
