This letter provides the schedule for response to NRC questions contained in reference (a) regarding the Commonwealth Edison Offsite Dose Calculation Manual. Early NRC acceptance of this schedule is important to our planning and prompt review is requested.

Commonwealth Edison has had an approved Offsite Dose Calculation Manual for the past few years. This ODCM is composed of two parts: a generic document plus one site specific annex for each station. Recently, we have received from.three different NRC reviewers comments on-the generic document and the site specific annexes for Byron, Dresden, Quad Cities, and LaSalle County. So many different comments were received that it will require a significant effort to revise the ODCMs. Furthermore, once completed, this effort will require onsite approvals from five onsite review groups plus the Commonwealth offsite review group. It is enticipated that this review of the generic portion of the ODCM will take to the end of 1984.

To facilitate the Byron licensing effort, we propose the following course of action:

(1) The current generic portion of the ODCM will be used on an interim basis at Byron until all comments are resolved.

It is currently in use at all other stations and procedures have been developed and are available for its use at Byron.

(2) We will revise the Byron Section 8.0 site-specific portion of the ODCM prior to fuel load, incorporating those reviewers' comments which are not dependent on the revised generic ODCM. The revised version of Section 8.0 will be submitted to the NRC by June 22, 1984.

(4) - Subsequent to acceptance of the revised ODCM by the NRC all site-specific ODCMs will be reviewed and revised, as necessary, to the new generic criteria.
