References (a), (b) and (c) provided the Commonwealth Edison responses to the Reference (d) IE Inspection Report.

The purpose of this letter is to provide a supplemental response to Violation No.

3.

As a result of discussions with Mr. Luis A. Reyes and others of your office, we wish to amend our Reference (c) response to Violation No. 3, and withdraw our request for Region III to withdraw this item of noncompliance.

We believe that the following

. commitments in supplement to the programs and measures implemented at Byron Station as discussed in Reference (c) adequately assure the validity of preoperational test acceptance criteria data.

As discussed in nur Reference (c) response, Byron Station has implemented a requirement to verify that permanently installed instrumentation used to collect acceptance criteria data in preoperational and startup tests is within an 18 month calibration interval.

./ ' Instruments used to collect acceptance criteria data in preoperational tests will be identified to the Byron Station

. Instrument Maintenance Department.

As these instruments are checked for accuracy, the results will be forwarded to the Byron Station

. Technical Staff.

If the results indicate that the instruments are out of the tolerances specified, tne Technical Staff will determine the affect on preoperational test data taken with the "out of tolerance" instruments.

If the preoperational test data is outside the acceptance criteria, this data will be re-evaluated to determine

.if.any further action is required.

'All permanently installed instruments used to collect acceptance criteria data in preoperational tests will be evaluated as described above for Byron Station Unit 1 prior to reaching 5%

power.

This-includes permanently installed instruments previously used to collect acceptance criteria data.

With the implementation of the above described evaluations, we believe that further noncompliance will be avoided.

Please address any further questions concerning this matter to this office.
