This letter is to provide additional information related to our request for exemption on municipal participation in our annual emergency drill.

Training has been conducted by Duquesne Light Company Emergency Preparedness personnel with assistance from the Beaver County Emergency Coordinator. The Pennsylvania Emergency Management Agency has also conducted training in the County. This program includes all 27 municipal staff organizations as well as County staff and County agencies.

Standard Operating Procedures (S0Ps) were developed for each volunteer fire department, and training to these pro-cedures is in progress. To date, 350 offsite emergency workers have been fully trained, and by completion of this training cycle in June 1984, we expect to complete training of 1200 offsite emergency personnel. Attached is the schedule of training, for all 27 municipalities, presently being con-ducted.

We filad the exemption request in compliance with the 60-day time requirement, however, we are continuing with our efforts to achieve full participation and to reiterate the importance of participation in the Emer-gency exercises.

l BEAVER VALLEY POWER STATION Emergency Preparedness The Duquesno Light Company - Beaver Valley Power Station has been conducting radiological emergency response training in Beaver County.

The following is a description of the training classes, the dates of the sessions and participating municipalities.

Accurate records have been kept to validate all training sessions and emergency workers who have attended the sessions.

Description of Training Classes A.

An Overview The overview provides the participants with a general understanding of nuclear power plant technology, the involved concepts and design, and reactor safety features.

Types of radiation are discussed, terms used in measuring, and the equipment necessary for measuring.

B.

Development and Implementation of Plans This module identifies the components in the county plan.

It specifically answers:

o Why we have emergency planning.

o Who is involved both onsite and offsite.

o What each group and/or individual does.

o How each function is carried out.

o When each function is carried out.

This module is the most tailored of the training sessions.

Since each county is unique, the training must be geared to meet that uniqueness.

Functional Response Training This module has been developed and designed as a series of smaller modules each with a very specific purpose. Together this training contributes to the support of the whole emergency planning process. Areas covered are:

Emergency Medical Training

.This module is geared for those organizations that could be called upon if a radiological emergency occurs at the Beaver Valley Power Station in Shippingport, PA.

The training sessions are for ambulance drivers, fire department personnel, emergency medical

-technicians and others who may be called upon to provide assistance. The training sessions provide specific instructions for the care and treatment of persons who have been radioactively contaminated.

Instruction in the protection of the emergency medical workers from contaminated individuals will also be furnished. Participants will receive continuing education credits from the National Registry of Emergency Medical Technicians upon successful completion of the session.

Emergency Operation Center Staff Training

This module is a Staffs. The "how to" set-up and operate an Emergency Operations Center.
