SUBJECT:
Interim Finding on the Offsite Radiological Emergency Response Plans (RERP) for the Limerick Generating Station Attached is a copy of the Federal Emergency Management Agency (FEMA) Interim Finding on the Offsite RERP for the Limerick Generating Station.
The Interim Finding, dated April 17, 1984, was prepared by FEMA Region III.
A copy is being forwarded to the Pennsylvania Emergency Management Agency for their use in upgrading the offsite RERP.
There are three counties, Montgomery, Chester, and Berks, within a 10-mile radius of the Limerick Generating Station. Within the three counties are forty-two municipalities. The FEMA Region III Regional Assistance Committee has reviewed these local RERP's and the RERP for the Commonwealth of Pennsylvania.
FEMA Region III acknowledges that a significant amount of ef fort went into the development of this complex set of plans. Overall, it is felt that they are well organized and when completed will be comprehensive in nature. However, FEMA Region III has determined that there are fifteen deficiencies in the plans at the present time..These deficiencies are primarily the result of gaps in the plans' content or lack of resources. These are summarized on pages 16 through 18 of the attachment. Because of these deficiencies, FEMA finds, at this point in the planning process, that the local offsite emergency response plans developed for incidents at the Limerick Generating Station are inadequate. We will update I this finding when revised plans have been submitted and reviewed by FEMA Region III and Headquarters.
A full participation exercise is scheduled for July 25, 1984.
A finding on preparedness will be made following this exercise.
