Dear Mr. Martin:
Attached for your review and comment are the Objectives and Extent of Play for the 1984 Annual %ergency Plan Exercise. Ray Fish of your staff informally reviewed the draft objectives during the NRC's inspection of PVNGS emergency planning on January 16, 1984.
Mr. Fish's comments have been incorporated into the attached Objectives.
The offsite elements of the Objectives and Extent of Play have been closely coordinated among the cognizant state and local emergency response agencies.
In addition, Mr. John Sucich and Mr. Ken Nauman of the Federal Emergency Management Agency, Region IX, participated in a development meeting regarding the offsite objectives and extent of play on February 1, 1984.

- Demonstrate the ability to assess plant conditions, classify the event and identify projected trands and potential consequences.
- Demonstrate the ability to alert, notify and mobilize PV5GS emergency response personnel within the time frames specified in the Emergency Plan.
- Demonstrate the ability of APS to notify offsite agencies in a timely manner.
