Dear Mr. O ' Leary:

The purpose of this letter is to report chlorine residual concentrations in the discharge bay in excess of the limiting conditions for operation in the Monradiological Technical Specifications. The limit of 0.1 ppm free and combined chlorine in the discharge bay was c;.ceeded on several occasions during the past 30 days.

On May 14, 1973 station personnel sampled the dis-charge bay during a chlorination cycle. The total chlorine residual registered as high as 0.55 ppm with 390 gallons of sodium hypochlorite being in-jected at a fixed rate of 10 gpm. A total residual sample of about 5 ppm was also analyzed on May 16, 1973 The system was out of service for a period of a about one week for a pump replacement.

On May 25, 1973, a meeting was conducted at the station with Directorate of Licensing perconnel to discuss the operation of the chlorination system and Technical Specifications. As a result, of this meeting we have submitted a request for a temporary Technical Specification waiver on chlorine limits in the diccharge bay while conducting a special test program. The goals of this test program are outlined 1
