The following information is provided as di: ected by Action 4b of IE Bulletin 83-06.

Action 2a - Provide a list of Tube-Line Corporation supplied materials and identify the systems in which those materials are/will be installed.

A review of bulk purchasing documents identified six (6) each 12", schedule 40s, 150 pound raised face, weld neck, ASME SA 182 type F304 flanges which were purchased from Gulfalloy, Inc. This material was supplied to Gulfalloy by Tube-Line and all six flanges were purchased as ASME Code Class 2.

These flanges are installed in the following systems:

1) Two (2) each installed in Unit 2 Containment Hydrogen Purge Exhaust System, ASME Code Class 2 piping.
2) Two (2) each installed in Common Unit Containment Hydrogen Purg'e Exhaust System, ASME Code Class 3 piping.
3) Two (2) each installed in Common Unit Containment Hydrogen Purge Supply System, Non-Nuclear Safety piping.

Mr. John T. Collins Page 2 To date, no additional Tube-Line supplied material has been identified at j

CPSES. However, five vendors identified in the attachments to the bulletin i

have supplied equipment at CPSES. Letters have been written to these vendors requesting a listing of any material supplied which has any Tube-Line material associated with it.

The responses to these letters will be eve luated to determine the appropriate disposition of any Tube-Line materials n

and supplemental responses to this bulletin will be made as necessary.

Tube-Line Corporation, itself, is not on the Texas Utilities approved vendor list and as such cannot serve as a direct supplier of qualified materials to CPSES. All receipt inspectors have been directed to place on hold any incoming equipment found to utilize material supplied to the vendor by Tube-Line Corporation.

Action 2b - Implement a program which provides assurance that received materials comply with ASME Code Section III and applicable procurement specification requirements, or which demonstrates that such materials are suitable for intended service. This program should include specific verification that received austenitic stainless steels are in a nonsensitized condition.

Texas Utilities received from Tube-Line a Certificate of Conformance to the ASME code requirements for the six flanges purchased from Culfalloy.

In response to inquiries made by TU subsequent to the receipt of this bulletin, copies of a heat trace chart, traceable to the flange material, were furnished to TU by Tube-Line through Culfalloy.

However, TUCCO QA has been unable to solicit from Tube-Line copies of documentation sufficient to establish conformance by the Tube-Line materials supplier with the requirements of the ASME code.

Action 2c - Meplace fittings and flanges with materials which have b(en manufactured in full compliance with ASME Code Section III and the applicable procurcrent specification requirements.

Texas Utilities will procure four (4), 12", ASME SA 182 type F304 stainless steel ASME Code Class 2 flanges. Af ter these flanges are delivered, TU will rer.ove and replace the four (4) flanges in the safety-relat.-d piping systems indicated under Action:2a, Items (1) and (2). 1Diis action will be completed prior to Unit 1 fuel load.

Approximately 200 manhours of utility staff time were expended to perform the requested inspections and evaluations required by this bulletin'.
