This letter is to provide additional information related to our request for exemption on municipal participation in our annual emergency drill.
On March 15, 1984, by written invitation (copy attached), the Beaver County Ehnrgency bunagement Agency invited all 27 Beaver County municipalities located within the ten-mile EPZ to a meeting. The purpose of the meeting was to discuss the 1984 exercise and to encourage participation by all local governments in the ten-mile EPZ. ' The Pennsylvania Dnergency Managanent Agency was also present at the meeting to discuss the level of participation for the municipalities and to answer questions.
A letter (sample copy attached) dated April 11, 1984 was sent to the 27 nunicipalities by the Beaver County Dnergency Managenent Agency requesting their participation in the exercise. The letter included a return, stanped envelope and reply fonn.
The letter was also followed by a verbal follow up to the Municipal Dnergency thnagenent Coordinators.
'Ihe ten non-participating municipalities are presently being recontacted by the Beaver County Emergency Managanent Agency. We will continue to pursue all steps available to us to achieve full participation and to reiterate the impor-tance of participation in the Dturgency exercise. We will keep you informed of any change that results fran this effort.

On June 27, 1984, Beaver County will participate in a full-scale exercise with the Beaver Valley Power Station.
This will be an opportunity for the County and the Municipalities within the County to test their emergency response organizations.
I am in the process of firming up arrangements for Municipalities that are participating so preparations can be finalized.

Dear on Thursday March 15,
1984, the Beaver Valley Power Station and the Beaver County Emergency Management Agency is hosting a dinner at the Willows Motel at 6:30 p.m. The purpose of the dinner is to discuss with the 27 risk municipal coordinators, within the 10 mile radius of the plant, the upcoming June 27, 1984 full scale exercise.
Officals of the Pennsylvania Emergency Management Agency will also be present at the dinner to discuss state, county and municipal responsibilities in an exercise.
The Federal Emergency Management Agency is requiring full participation of all risk municipalities surrounding Nuclear Power Plants. This meeting will elaborate on local responsibilities, and give directions to the local coordinators.
I urge each coordinator to attend the dinner, as the safety and health of the residents of Beaver County is our mutual responsibility and concern.
A phone call from you will be greatly appreciated if you will be attending the meeting, and dinner.
