Attached are letters from tir. John bl. Lucas, Emergency Preparedness Director of St. Charles Parish and ?!r. Bertram P. tiarlere, Civil Defense Director of St. John the Baptist Parish. These letters confirm the capability of both Parishes to perform back-up route alerting in areas where sirens are to be installed. Please be advised that additional sirens have been ordered to cover residential areas which presently lack coverage and to provide for future population expansion. We anticipate that these sirens will be installed and tested prior to Waterford 3 exceeding five percent power.

This is to advise you we have received your letter, reference Waterford 3 SES, Emergency Planning - Back-up Alerting Prior to Completion of the Alert System.

We feel confident the Parish is capable of alerting our citizens in the event of an accident, using the Sheriff's Deputies and/or Volunteer Firemen. This was demonstrated in Deccmber,1982, during the incident at Union Carbide.

This is to acknowledge receipt of your letter concerning back-up alerting prior to completion of the Primary Alert System. We understand that Waterford 3 will be in the process of loading fuel and commencing low power testing.

Please be advised that St. John the Baptist Parish, through our Civil Defense Office and Emergency Personnel, has the capability of using back-up means of alerting the people of the Parish should an accident requiring off- site protective actions occur. .

We look forward to the completion of the full alert system in the coming months.

Dear Mr. Lucas:

This letter is being written to advise you that LP&L is in the process of completing the primary alert system for Waterford 3 by adding additional sirens to the system and by obtaining helicopter alerting equipment and automatic telephone dialing devices for your Parish. The entire primary alert system is expected to be in place within two months. In the interim period, Waterford 3 will be in the process of leading fuel and commencing low power testing. Should an accident occur prior to the completion of the primary system, the Parish may have to perform alerting by some back-up means such as route alerting in populated areas by firemen or Sherif f's Deputies, route alerting in wetland and lake areas by Department of Wildlife and Fisheries personnel or by making telephone calls f rom the Parish EOC to industries who may have high ambient noise levels.

Please be advised that the probability of an accident requiring off-site l

protective actions during this period is extremely remote. This is in l part due to the small inventory of radionuclides which are produced in the l reactor core during low power testing.
