St. Lucie Units 1 & 2 Docket Nos. 50-335, 50-389 IE Bulletin 83-07 Florida Power & Light has reviewed the lists in Attachment 1 and 2 of IE Bulletin 83-07 (Apparantly Fraudulent Products sold by Raty Miller, Inc.) and to date has not found any materi al from Ray Miller, Inc. supplied to St. Lucie Units 1 and 2.
According to our historical files, Ray Miller, Inc. has neither been listed on the FPL QA Approved Suppliers List (ASL) nor has been specially authorized by QA letter to supply QL-1, QC Required, or QL-2 materi als.
Under FPL's QA Progran controls, this indicates FPL has never directly purchased pressure retaining materials that were properly classified as QL-1, QC Required, or QL-2 for use in safety related applications.
Our initial comparison of the IE Bulletin 83-07 Supplier " Fraud Data Base" listing and our historical records indicated that FPL could have indirectly purchased pressure retaining QL-1, QC Required, or QL-2 materials from purchasers or receivers of Ray Miller materials. These suppliers are listed in Attachment A.
Although our files for these suppliers did not show any indirect purchases from Ray Miller, these suppliers were sent an inquiry letter to determine whether any Ray Miller materials were supplied to FPL during the period of concern. We have received verification from all of these suppliers that no Ray Miller, Inc. materials were provided to FPL.
We have also contacted our architect engineer regarding purchases they might have made and expect a response in the near future.

The bulletin also asks that we address the general concerns expressed in the bulletin regarding equipment suppliers substituting substandard or nonconforming materi als.
This problem has been the subject of FPL Vendor Auditor meetings. During f acility audits, our auditors have been directed to look for the use of foreign suppliers or other substandard sources that are not likely to have been properly qualified by the primary supplier being audited.
