Dear Mr. Skouholt:

/ Your letter of August 2, 1972, requested information concerning the torus baffles presently installed in Dresden Units

L 2 and 3. A response was submitted to you on November 27, 1972 g,; which indicated that the desired analysis would be submitted

,. about February 1, 1973. This report is to inform you of the pI present program for the torus baffles in Dresden Units 2 and 3

,y , General Electric Company. This report is due to be submitted

- to the AEC during May, 1973. This report will be reviewed, when available, for its applicability to Dresden Units 2'and 3.

Because of the effort being placed on providing the generic report, analyses for the present Dresden Units 2 and 3 tori have not been performed. An analysis has been performed for the Oyster Creek Nuclear Generating Station. This report was submitted to Mr. Giambusso on June 2, 1972, and justified the removal of approximately 60% of the baffles as a solution to the problem associated with blowdown forces in the torus.

! Due to the similarity between the Oyster Creek and Dresden tori, the Oyster Creek analysis is considered representative of the Dresden tori as they exist.

Preliminary results from the Quad-Cities tests indicate that thermal mixing in the torus is satisfactory without the baffles and therefore there is no justification for retaining the baffles in the Dresden Units 2 and 3 tori. Consequently, the baffles will be removed. The Dresden 3 baffles are being i removed during the refueling outage presently in progress and the Dresden 2 baffles will be removed during the next refueling outage, presently scheduled for the spring of 1974. As discussed in our submittal of November 27, 1972, operation of Dresden Unit 2 until the next refueling outage with the baffles in place is justified.
