Dear Mr. Denton:
The Referenced letter transmitted additional information concerning the monitoring and evaluation of seepage at the downstream toe of the main dam.
In discussions with Mr. Paul O'Connor, NRC Project Manager for the Wolf Creek Application, it was determined that more information was required to resolve Confirmatory Item A-2 (Main Dam Scepage).
The information required to resolve this issue is as follows:
- 1) The cooling lake, main dam and saddle dams at Wolf Creek Generating Station are under the jurisdiction of the State of Kansas, Department of Agriculture, Division of Water Resources, and comply with the provisions of the State of Kansas statutes KSA 82a-301 through 305.
- 2) The Ultimate Heat Sink (UHS) reservoir and dam are considered to be the back-up water retention structures to the cooling lake, and are, therefore, safety-related.
The cooling lake, main dam and saddle dams are not con-sidered to be back-up to the UHS and are not considered safe ty-related. Therefore, KG&E has not committed to a Regulatory Guide 1.127 inspection program for the main dam, saddle dams and cooling lake.

e Mr. Harold R. Denton KMLNRC 84-070 April 30, 1984 However, the periodic inspection procedures outlined in Regulatory Guide 1.127, Revision 1 (March 1978),
have been referenced to develop the KG&E inspection program for the main dam, saddle dams and cooling lake. The KG&E inspection program is in general compliance with the recommendations of Regulatory Guide 1.127 and directly follows the guidance with respect to inspection frequency provisions. This program has been submitted to the State of Kansas, Department of Agriculture, Division of Water Resources.
- 3) KG&E commits to continue the weir data collection and evaluation program for the main dam until September 15, 1984. At that time KG&E will have monitored the main dam weir for the period of one year.
This information is hereby incorporated into the Wolf Creek Generating Station, Unit No.1, Operating License Application.
