April 24,1984 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Attention: Ms. E. G. Adensam, Chief Licensing Branch No. 4 Re: Catawba Nuclear Station Docket Nos. 50-413 and 50-414
Dear Mr. Denton:
Section 6.3.4.1 of the Catawba Safety Evaluation Report discusses License Condition ll, ECCS Flow Measurements and NPSH Verification.
Therein the Staff requested that Duke Power comnjit to the following as part of the preoperational tests of ECCS pumps:
1 - Measure the flow in each pipe and make the adjustments necessary to ensure that no one branch has an unacceptably low or high resistance.
2 - Analyze the results to ensure there is sufficient total line resistance to prevent excessive runout of the pumps and adequate net positive suction head (NPSH) under the most limiting system.
alignment.
3 - Verify that the maximum flow rate from the test results confirms the maximum flow rate used in the NPSH calculations under the most limiting conditions.
4 - Confirm that the minimum acceptable flow used in the LOCA analysis is met by the measured total pump flow and relative flow between the branch lines.
Item 1 above was recently completed during the performance of test procedure TP/1/A/1200/03C, " Safety Injection Pumps and Flow Adjustment Functional Test."
Items 3, 4, and 5 above were accomplished by the test acceptance criterion.
The test acceptance criterion was provided by Westinghouse initial start-up procedures DCP-TAC-01, " Safety Injection System: Initial Start-up Pump Performance Verification Tests and System Flow Balancing / Runout Adjustments Procedures,"and DCP-TAC-02, " Low Head Safety Injection System: Initial Start-up Pump Performance Verification Tests and System Flow Balancing / Runout Adjustment Procedures."
