1 In Reference 1,
the Nuclear Regulatory Commission (NRC) approved the Fort St. Vrain (FSV) Final Survey Plan for Site Release, as supplemented by Public Service Company of Colorado (PSCo) in responses to several NRC requests for additional information (RAIs).
PSCo submitted the Final Survey Plan in Reference 2, and submitted supplements to the Plan in response to RAIs in References 3,
4 and 5.
In Reference 1, the NRC requested that PSCo provide an updated version of the Final Survey Plan that incorporates the supplemental information.

The Updated Final Survey Plan is included as Attachment 1 to this letter, for your information. The Plan has been updated to reflect information submitted to the NRC in References 3,
4, and 5.
Although PSCo was unable to finalize revisions to the Plan by April 15,
- 1995, as originally requested, this delay was previously discussed with Messrs. Pittiglio, Fauver and Evans of the NRC.
The original Plan (Reference 2), along with several RAI responses, made reference to the CNTTIME computer program for determination of minimum detectable activities (MDAs).
Since PSCo and SEG have decided to determine MDAs using equation 4.1 of this Plan, which is based on methodology described in NUREG/CR-5849 (draft for comment published June, 1992), references to the CNTTIME computer program have been deleted.
Other changes have been made to the Plan, considered to be of a non-technical nature, for purposes of clarification, removing redundancy and improving consistency.
