Dear Mr. Starostecki:
The following provides a clarification to our July 10, 1979 letter concerning I.E.Bulletin 79-02, " Pipe Support Baseplate Designs Using Concrete Expansion Anchor Bolts."
Response 4(a) should be revised to read as follows:
a.
All anchors are set to a prescribed preload as determined in the onsite test program.
It is recognized that over a period of time anchors will lose varying amounts of preload.
However, the design does not require any remaining preload to assure a safety factor of 4.
In recent tests at Hanford Engineering Development Labs regarding NUREG/CR2999 HEDL-MISC-7246, a final report by United States Nuclear Regulatory Commission entitled " Anchor Bolt Study - Data Survey and Dynamic Testing" concluded, "The ultimate strength, under low cycle dynamic loading, of the anchors tested was not affected by initial preload level." Preload is not a requirement for the anchor bolts using the design criteria for Nine Mile Point Unit 2.
