The Board Chairman recently requested that Applicants provide information regarding a matter discussed in IEE Report 83-27 (September 29, 1983) (at 14) , in connection with an investigation into an allegation by'a Mr. Messerly. (The Board previously declined to open the record to hear Mr. Messerly's allegations in its March 15, 1984 Memorendum (Clarification of Open Issues) (at 15) . Specifically, the Board Chairman was interested-in a procedure which addresses the thermal. cutting of carbon steel in.the fabrication of base plates. The Chairman indicated his interest was with respect to the relationship of this procedure to an ASME Code provision, discussed in the IEE Report, which places limits on the thermal cutting of materials as ' to which impact characteristics could be affected. Upon inquiring into this matter,' Applicants' l- counsel learned _that no base plates for ASME supports at l Comanche Peak require impact testing. We trust this

information satisfies the Board's interest in this matter.
