Generic Letter 94 03, "Intergranular Stress Corrosion Cracking of Core Shrouds in BWRs" The purpose of this letter is to provide Vermont Yankee's formal response to Generic Letter 94-03 under the provisions of 10CFR50.54(f).

Vermont Yankee initially responded to the Generic Letter via Reference (c) and committed to inspect the core shroud during the scheduled Spring,1995 refueling outage. Our inspection plans were submitted to NRC via Reference (d) in accordance with the Generic Letter, and were discussed in detail during a public meeting held at NRC headquarters on March 9,1995.

To support an expedited NRC staff review, Vermont Yankee had previously transmitted the results from the Spring,1995 refueling outage core shroud inspection, along with supplementary review material, via mall and/or facsimile. At the direction of NRC, all items were transmitted directly to the NRC/NRR Project Manager, who

. subsequently docketed them. An additional document, Reference (e), constituted a General Electric proprietary document and was sent separately under the provisions of 10CFR2.790 to assist the staff review effort. NRC issued a Safety Evaluation Report (SER) via Reference (f) which provided staff concurrence that the Vermont Yankee; core shroud is acceptable for at least one additional cycle of operation.

Page 2 Enclosure A provides a listing of the documents previously transmitted to NRC which form the basis for our core shroud evaluation. Additionally, we have updated Item 4 as part of our evaluation closure efforts. This document is listed in Enclosure A as item 7, and is attached as Enclosure B for your reference. This updated document does not change the conclusions of our initial evaluation.

We have reviewed the staff's recently issued SER [ Reference (f)]. We note that Page 5 states that weld H7 is only acceptable for one cycle of operation. Our understanding (based on Enclosure A, item 4, which is referenced in the SER) is that weld H7 is acceptable for a minimum of two cycles of operation.

We trust that this information sufficiently addresses our response commitments to the subject Generic Letter.
