Dear Sir:

The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

Due to the extensive investigation and evaluation required, an Interim Report is attached.

It is now expected that this information will be finalized by June 29, 1984, at which time a complete report will be submitted.

INTERIM REPORT - DER 84-16 POIENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)

PVNGS UNITS 1, 2, & 3 I. Potential Problem During a review of the as-installed condition and available vendor data related to the ESFAS Auxiliary Relay Cabinets, installed at el 140'-0" in the control b1dgs. for Units 1, 2 and 3, a deficiency was discovered with the cabinet baseplates used to attach the cabinet to the floor embed plates. The vendor installation drawing E-SYS80-412-800, requires the cabinet baseplates A, B=and C_to be 1/4 inch thick and the plates as-installed do match the drawing.

However, the ESFAS Qualification Document (N001-1.01-350) received in October 1983 after the cabinets were installed requires these plates to b'e 1/2 inch - thick. This. discrepancy;could result in stresses in Plates A, B and C that exceed allowables during a seismic event.

II. Approach To and Status of Proposed Resolution Bechtel' Engineering isi currently corresponding with Combustion Engineering to determine reportability and technical'_ justification for corrective action.

III. Projected Completion of Corrective Action and Submittal of the Final Report Evaluation of this condition and submittal of the Final Report' is forecast to be completed by June 29, 1984.
