Final 10CFR50.55(e) Report; Non-Seismic Control Room Office Partitions

Dear Sir:

On December 23, 1982, a reportable 10CFR50.55(e) item was reported

[ Reference (b)] regarding non-seismic Control Room Office partitions.

The following information is provided per 10CFR50.55(e)(3) and is considered to be the final report on this item.

Description of reficiency The west and south partition-type (non-masonry) walls of the Shif t Supervisor's Office and the west and north partition-type (non-masonry) walls of the Emergency Storage Room in the Control Room at Elevation 75'-0" of the Control Building \were not designed initially to Project seismic criteria.

This deficiency was discovered when an on-site licensee engineer questioned the fire rating capability of those walls. When the responsible engineer reviewed their design, he noted that they were not designed to the Project seismic criteria.

Investigation revealed that the original design of these two particular offices in their original location was not made using seismic design criteria. Subsequent Control Room design developments included upgrading the seismic design of various systems, components, and structures, and the addition of the Technical Support Center in the approximate area where the two subject offices were originally located. When the offices were moved to their present location, the seismic design upgrading did not take place. The non-seismic Category 1 walls defined in the first paragraph are now installed.

Analysis of Safety Implications Failure of these partition-type (non-masonry) walls under seismic loadings could possibly cause damage and failure of safety-related instrument and control components in the immediate area.

Corrective Action Taken The design of all partition-type (non-masonry) walls in'all seismic Category 1 buildings has been reviewed to assure their proper seismic design, where required. The results of the review showed that all other partition-type (non-masonry) walls in all seismic Category 1 buildings had been seismically designed, where required. The design of the subject walls has been revised and the walls will be structurally modified to assure that specified seismic loads will not cause them to fail in such a way as to jeopardize the operability of any safety-related components in the Control Room. The structural revisions to these walls will be accomplished to meet the Project schedule.
