Dear Mr. O'Reilly:

This confirms the telephone conversation at 0955 on January 28, 1983, l between Mr. D. E. Novotny, Mr. M. J. Pastva, Jr., Mr. B. E. Hinkley, and l Mr. C. W. Hehl concerning an immediately reportable event per Technical Specification 6.9.1.8c.

On January 27, 1983, at approximately 1630, while Southwest Research Institute contract personnel were performing surface surveillance tests on the "E" riser of the "A" recirculation loop, leakage was detected on weld B32-recirc-12-BR-E-2. This weld connects the riser pipe to the elbow. The leakage was detected in the heat-affected zone on the pipe side of the weld. Further evaluations are currently being performed to determine the failure mechanism and will be reported in the 14-day report.
